Abstrak

This study aims to analyze the influence of digital competencies and organizational culture on the innovation of the use of digital signatures (DS), with employee engagement as a mediating variable. The background of this research is the importance of digital transformation in the public sector which has not been balanced with innovation in the optimal use of technology. The research was conducted on employees of the Dinas Kominfo Kota Pekalongan using a quantitative approach and SEM-PLS analysis method. The results show that organizational culture has a positive and significant effect on employee engagement and innovation in the use of DS. Meanwhile, digital competence has no significant effect on both. Employee engagement has been shown to have a significant effect on innovation and is able to mediate the influence of organizational culture on innovation, but does not mediate the relationship between digital competence and innovation. These findings show that innovation in the use of DS is more influenced by a supportive work environment than by individual technical abilities. The implication is that strengthening organizational culture is a key strategy to increase employee engagement and encourage digital service innovation in government agencies.
